The university has been established to provide legal education opportunities to students from Sikkim and across India, with a focus on supporting meritorious students from the state who face financial challenges in pursuing studies outside Sikkim. It offers BA LLB (Honours) and LLM programmes, with its first academic session beginning on September 1, 2025.

The Chief Minister also announced related measures, including the creation of a Directorate of Prosecution and the Kanooni Sahyog Abhiyan, aimed at providing legal services directly to communities. He highlighted the role of Nari Adalat, a women-led forum introduced in August 2025 to offer accessible community justice.
The inauguration coincides with Sikkim being ranked first among small states in the India Justice Report 2025, an assessment of policing, judiciary, prisons, and women’s representation.
